Background
Indonesia’s ISPO certification system underwent a significant regulatory shift, moving from Presidential Regulation No. 44/2020 to No. 16/2025. At the field level, smallholder participation in ISPO certification remained limited due to document requirements, technical process barriers, and insufficient understanding of available BPDP (Badan Pengelola Dana Perkebunan) funding schemes. Solidaridad Indonesia engaged i-Hi Consulting to support the Ministry of Agriculture in making the updated regulation implementable at both national and local levels.
Objectives
To accelerate smallholder participation in ISPO certification by strengthening the policy framework around STDB (Surat Tanda Daftar Budidaya) requirements, building multi-stakeholder consensus on the new presidential regulation, and producing actionable guidance to help local governments and smallholder farmers access BPDP funding for infrastructure programs.
