Background
Indonesia’s ISPO certification system underwent a significant regulatory shift from Presidential Regulation No. 44/2020 to No. 16/2025. At the field level, smallholder participation in ISPO certification remained limited due to document requirements, technical process barriers, and insufficient understanding of available BPDP (Badan Pengelola Dana Perkebunan) funding schemes. Solidaridad Indonesia engaged i-Hi Consulting to support the Ministry of Agriculture in translating the updated regulation into workable guidance at both national and local levels.
Objectives
To build multi-stakeholder consensus on ISPO policy development under the new presidential regulation, strengthen the STDB (Surat Tanda Daftar Budidaya) recommendation brief, and produce actionable guidance to help local governments and smallholder farmers access BPDP funding for infrastructure programs.
